The East District players' locators had been destroyed by the Rebel Army and were now unusable. Through the thick fog, neither aircraft nor robots could accurately identify their opponents. Long-range attacks or airdropped bombs were ineffective. So, during those three minutes, most people relied on devices or physical strength, and not many players died.
