This was the Dean's scheme. He wouldn't lay out a very complete plan. Instead, he would first arrange individual points, and based on how the situation evolved, he would let those points play their roles one by one, gradually connecting all the points with lines. When a large net was formed, there would be no living enemies left inside it.
The Dean had a clear ultimate goal, but no clear sub-goals, nor a clear plan. In fact, even the allied forces cooperating with him had no idea what decision he would make in the next moment. He would, based on random circumstances, connect several pre-arranged points together to form a small net, and then use that small net to gradually outline a large net.
The best way to deal with the Dean was to find him and kill him. If you didn't do this, even if you came out ahead in mutual scheming with the Dean, you would still suffer heavy losses. Fighting against an old schemer like the Dean meant that even if you won, it would be a bloody, miserable victory.
